Why do you think that the owner of a GB should have exclusive rights for putting in the last FP ?
Sabotage is a natural part of life (just like teamwork or personal power) .

Imagine wasting 199 FP on a GB and only 1 FP is left to level up a GB. You message the owner and ask him/her to level it up. A week passes, no response from that player nor did GB got leveled up.

But you can't level it up because of that suggestion of yours.

you cannot exploit the arc exploit anymore

make the last few FP of an Arc and then 50% of the next level and more than 100 FP profit
