ya ... 4-5 would be a best case scenario. If you need 140 paws over the course of the event to max the building (including the upgrade from the prior event surprise box), and you only get 3 tickets a day ... the math here suggests that a 'minimum' of one paw per game board is pretty crappy game...
This is hands down the most unbalanced event of the year and there are a ton off issues with it. Yes, the idea of the mini-game is fine, but this needs a ton of work. Quests don't give enough coins to ever purchase the most efficient set of boosters, even if you save coins for the entire event...
