in fact it's a combination of both main quest line and having advanced on continent map enough for main quest line to give those troops

not that obvious since ppl keep asking the question
if you say they are from quest line without specifying that to get them you need to be ahead in continent map some will think they can get em by doing only quests and will be like how come i never get that quest
to some ppl when you explain you need to leave out no details so they fully understand
un-like the vague answers you sometimes get from INNO when you ask them a question
