Hi anyone have 1000 oceanic to trade for Arctic goods to build AO in Arvahall?

Try the Arvahall forum, or the in-game chat. You can also try to check out random players from Arctic Future; some will advertise an interest in FP for goods trades in their profile descriptions.

where is the in-game chat? does it work on Ipad?

I just checked the Android app, and couldn't find it there. It would seem like a stretch to hope that it's on Ipad. In the browser version, you'll find it in the top, wright corner, just below the coin/supply/medal/diamond display.
