Cherry blossom set to upgrade??

I received a Cherry blossom piece to day which is named xxxx. lv 1.
Does this mean that the next spring event will introduce upgrades for the set?
I don't know How strong it will be If upgrade is applied to set buildings.....

It will be possible to upgrade up to level 3 this year.
Shakura Rock gives you 5% boost right now, at level 2 is 7% and at level 3 is 10%
